The Friday Staff Report to City Council provides weekly updates between staff and Council. This week, Denton highlighted Barkly, a 3-year-old shelter dog available for foster or adoption, reported that the inclement weather shelter opened seven times from Aug. 27 to Sept. 2 with nightly occupancy ranging from 179 to 198 beds, said a new Bonnie Brae traffic signal near Academy Sports will be funded by the HEB development while some side path segments will have no buffer because of infrastructure constraints, delayed Lakeview Drive drainage work until after the TxDOT bridge reopens, and said development map notifications will be updated by the end of September to match the city’s News Flash information.

Pet Spotlight – Barkly is a 3-year-old, 47-pound American Pit Bull Terrier who has been at the shelter since June and is available for foster or adoption. The city says he is social, dog-friendly, toy-loving, food-motivated, knows basic commands, and is potty trained.

Weather Shelter Use – The Inclement Weather Shelter at the Denton Community Shelter, 909 N. Loop 288, opened seven times from Aug. 27 through Sept. 2 during major and extreme heat. Nightly occupancy ranged from 179 to 198 beds, above the standard 195-bed capacity on two nights, with additional capacity available when needed.

Council Member Requests

Bonnie Brae Updates – After resident questions about Bonnie Brae Phase 6, staff said a new traffic signal is planned on Bonnie Brae Street at the Rayzor Ranch parking lot in front of Academy Sports and will be funded by the new HEB development. Staff also said some stretches of the planned 10-foot side path along the east side of Bonnie Brae will be directly next to the travel lane because the remaining space contains drainage infrastructure, streetlighting, pull boxes, and room for franchise utilities.

Lakeview Drainage Delay – After resident feedback, staff decided to delay planned drainage work on Lakeview Drive until after the nearby TxDOT bridge reopens. When the work is rescheduled, Lakeview Drive is expected to stay open with alternating single-lane closures and flaggers directing traffic.

Notification System Update – After a resident received a development notice related to the Bonnie Brae Street Renaming project, staff said Development Services is updating its GIS map notification system so it links to the same information provided through the city’s News Flash system. The change is expected before the end of September.

The Friday Staff Report to City Council provides weekly updates between staff and Council. Highlights include a monthly mobility update on major TxDOT projects, National Night Out registration through Sept. 25 for Oct. 6 neighborhood events, a Sept. 16 public meeting and fall survey on 2027-2028 community development funding priorities, seven heat shelter openings from Aug. 20-26 with attendance peaking at 200, repairs starting Sept. 1 at Clear Creek Natural Heritage Center, and a response that the North Trinity Road bridge reconstruction is expected to finish by early October.

General Information

Monthly mobility update – The city shared its August mobility report covering major regional transportation projects. Highlights include ongoing plan development on I-35 North, active construction on the I-35 North FM 455 to View Road segment, the I-35/35E/35W merge, and I-35E/Mayhill, continued design and right-of-way work on I-35W frontage roads and Loop 288 projects, and early fall public hearing plans for the Outer Loop project website at https://www.DentonCountyOuterLoop.com.

National Night Out registration – Residents can register neighborhood cookouts, block parties, and other events for National Night Out on Oct. 6 at https://www.cityofdenton.com/nno through Friday, Sept. 25. Police, fire, and other city staff plan to visit registered gatherings that evening.

Community funding input – The city is seeking public feedback on how to prioritize federal housing, public service, and community development funds for the 2027-2028 program year. A public meeting is scheduled for Sept. 16 at 6 p.m. at Quakertown Civic Center, and residents can also respond to the Community Development Funding Survey from Sept. 1 through Oct. 31.

City video highlights – The city highlighted August videos for Council to share, including features on Monster Mini Golf, the Villages of Carmel Park grand opening, the Back-to-School Bash at MLK Jr. Recreation Center, and a finance explainer in Dude Makes Cents of Denton. The videos air on DTV, social media, and the city’s YouTube channel.

Heat shelter usage – The Inclement Weather Shelter at Denton Community Shelter opened seven times from Aug. 20 through Aug. 26 during major or extreme heat conditions. Attendance ranged from 191 to 200 people, peaking above the standard 195-bed capacity on Aug. 23 as overflow space was added; shelter and alert information is available on the city website.

Pet spotlight – The Mayor’s featured adoptable pet is Dasa Baby Dog, a 50-pound dog who has been at the shelter for more than 150 days. Staff describe him as a favorite who did well in foster care and recommend a meet and greet for homes with other dogs.

Clear Creek repairs – Parks and Recreation will begin repairs Sept. 1 on the wetland pond dam at Clear Creek Natural Heritage Center, replacing a crossing over the outfall structure damaged in the 2025 floods. The contractor is expected to work on-site for two weeks, and trail users should avoid the area or be prepared to turn around.

North Trinity bridge update – After an inquiry from Mayor Pro Tem Stevens, staff said TxDOT expects the North Trinity Road bridge reconstruction from one lane to two lanes to be completed by early October. Current work includes flex base placement, with hot mix paving to follow, along with guard fence installation, striping, shoulder and slope backfill, and block sodding.

The Friday Staff Report to City Council provides weekly updates between staff and Council. This week’s highlights include Denton’s first digital school-zone no-turn-on-red sign at University and Malone to improve student safety, $2.3 million in regional transportation development credits plus an $800,000 technology award, seven nights of heat shelter operations from Aug. 13-19 with occupancy reaching 187, a pet adoption spotlight for Luna the cat, and a reminder that residents can report drainage and flooding issues through Denton 311, with a new Flooding option being added soon.

General Information

School zone turn signal added – The City installed a digital time-of-day no-turn-on-red sign at the US 380/University Boulevard and Malone Street crossing to improve pedestrian and bicycle safety for students traveling to Newton Razor Elementary and Calhoun Middle School. Staff said it is the first digital Intelligent Transportation Systems lane control sign installed in Denton.

Regional transportation credits awarded – The North Central Texas Council of Governments awarded Denton $2.3 million in Transportation Development Credits. The credits can be used as local match funding for qualified transportation-related external grant awards.

Technology transportation project funded – NCTCOG awarded the City of Denton $800,000 through its Technology and Innovation Program, with the required $160,000 local match covered by regional Transportation Credits. Awardees will attend an Oct. 2, 2026 workshop on next steps.

Pet spotlight features Luna – Luna, a 3-year-old cat in foster care, is available for adoption. She is described as calm, playful, litter trained, and best suited for a dog-free home.

Heat shelter opened seven times – The Inclement Weather Shelter operated seven times from Aug. 13 through Aug. 19 under major and extreme heat conditions. Shelter occupancy ranged from 166 to 187 people, with available beds ranging from 29 to 8. Flood reporting options updated – After a resident inquiry about drainage inlet maintenance and flooding, staff said the City already inspects stormwater inlets and junction boxes, responds to reported blockages, and performs extra post-storm inspections at recurring problem locations. Residents can report issues through Denton 311 using the Streets and Drainage options for Clean Storm Drain and Ground Water, and a new Flooding option will be added soon.

The Friday Staff Report to City Council provides weekly updates between staff and Council. This week’s report says Denton firefighters were deployed on a statewide wildfire mutual aid request, the city’s inclement weather shelter opened seven nights with occupancy reaching 171 beds, June’s financial report is available online, Crescent and Alice will be converted to an all-way stop within three weeks, and Animal Services is promoting a husky named Pandora for adoption; staff also told Council that certificates of occupancy can be issued for unusual residential rebate cases, Congress Street Park improvements are still being scoped, new turn restrictions and a speed study are planned near Denton High School on Westgate Drive, school access changes were made around Bonnie Brae and Bronco Way during construction, and TxDOT is reviewing confusing traffic control near Bonnie Brae at I-35.

General Information

State wildfire deployment – On Aug. 10, the Denton Fire Department deployed a wildland truck and three firefighters through the Texas Intrastate Fire Mutual Aid System as part of Strike Team 139 for elevated wildfire danger across Texas. The deployment can last up to eight days and crews may be sent anywhere in the state.

Heat shelter activity – The inclement weather shelter at Denton Community Shelter, 909 N. Loop 288, opened seven times from Aug. 6 through Aug. 12 for overnight cooling during major and moderate heat risk days. Occupancy ranged from 159 to 171 beds, with 24 to 36 beds available. Shelter and weather resources, including alert sign-up information, are available on the City website.

June financial update – The City released its June 2026 Monthly Financial Report, which provides a year-to-date overview of financial performance, including revenue, expenditures, and budget variances.

Intersection safety change – After a road safety audit tied recent crashes to poor yielding from Alice Street, Transportation Services plans to convert the Crescent Street and Alice Street intersection from two-way stop control to all-way stop control. Traffic Operations staff will make the change within three weeks and monitor results over the next year.

Pet adoption spotlight – Animal Services is highlighting Pandora, a 5-year-old spayed female Husky described as gentle and easygoing, who has adjusted well in foster care and gets along with other dogs. She is available for adoption through Denton Animal Services.

Council Member Requests

Historic renovation occupancy certificate – After a resident needed a certificate of occupancy for a residential alteration to qualify for a Texas Historical Commission rebate, staff said the City does not typically issue certificates of occupancy for residential permits but can do so in unique cases when requested.

Congress Street Park plans – Staff said start and completion dates for Congress Street Park will be set after scopes of work are finalized and quotes are obtained. Proposed improvements approved after neighborhood feedback include basketball and futsal courts, pickleball and tennis courts, benches, trash receptacles, pet waste stations, drinking fountains, concrete repairs, track repairs, fence removal along the parking lot, goal post removal, and park signage.

Westgate student safety – After an audit near the new Denton High School, staff added a no-right-turn sign at Westgate Drive and Bronco Way and a no-left-turn/U-turn sign for westbound Bronco Way to southbound Westgate Drive to discourage cut-through traffic. A speed study is planned for mid to late August, and police will coordinate targeted daytime school-hour enforcement.

Bonnie Brae sidewalk access – Ahead of the first day of school, staff said sidewalks on the south side of Riney Road and Bronco Way would remain continuously accessible from Denton High School to Reeves Elementary, all Bronco Way lanes from Bonnie Brae to the I-35 frontage road would be open, Riney Road would be fully open from Bonnie Brae to US-77, and Bonnie Brae would carry two-way traffic on the new southbound lanes from Riney to US-77. Staff said temporary adjustments may still be needed as work continues and updates will be posted on the Bonnie Brae Street Discuss Denton project page.

Bonnie Brae traffic confusion – After a report of drivers entering an oncoming lane on Bonnie Brae Street at the I-35 service road, city staff said the traffic control belongs to the TxDOT I-35 Merge project and forwarded the concern to TxDOT. The state project team will investigate and may add cones or signage if needed.
